RFP: Tax Credit Consultant Services – Hillside Village
Proposal Deadline – September 4, 2025
I. PURPOSE
Yampa Valley Housing Authority (YVHA) is seeking proposals from qualified tax credit consultants to provide consulting services related to the financing of the Hillside Village Apartments rehabilitation project in Steamboat Springs, Colorado. Hillside Village Apartments is a USDA-subsidized apartment complex built in the 1970s, which is now owned and managed by YVHA. Consultants should have the capacity and experience to manage the entire Low-Income Housing Tax Credit (LIHTC) application and bond allocation processes.
YVHA invites Consultants to submit proposals to provide consulting services. Preference will be given to Consultants who have successfully completed similar USDA 515 and 4% LIHTC rehabilitation and preservation projects. Consultants must be able to demonstrate that they have completed projects in comparable scope, scale, and complexity to this project.
Responses to this Request for Proposals will be due by 5:00 PM (Mountain Time) on Thursday, September 4, 2025.
II. GENERAL INFORMATION
- YVHA is a multijurisdictional housing authority established in 2003 through an intergovernmental agreement between the City of Steamboat Springs and Routt County pursuant to C.R.S. § 29-1-204.5. YVHA supports the local economy, community, and businesses of the Yampa Valley by implementing appropriate housing solutions for local workers, other qualified residents, and their families.
- The Hillside Village Apartments were constructed in the late 1970s under a rural development program administered by the U.S. Department of Agriculture (USDA) to provide safe, affordable housing for low-income residents. 36 of the 55 units have USDA 521 rental assistance. The Regional Affordable Living Foundation (RALF), a nonprofit organization that was created to address affordable housing in Routt County, acquired the apartment complex in 2000 and made some renovations to the property. YVHA has owned and managed the Hillside Village Apartments since 2007, after RALF voluntarily dissolved and C. transferred its assets and liabilities to YVHA.
- YVHA plans to rehabilitate the 55-unit Hillside Village Apartments utilizing the USDA 515 program paired with a 4% LIHTC allocation, and other project subsidies. YVHA would like the optionality to self-perform the project but may opt to bring in a General Partner in the future.
- The planned capital improvements consist of renovating apartment units and replacing old building systems, components, and amenities, as identified in the Capital Needs Assessment, in addition to improving accessibility around the site. YVHA will also rehabilitate the exterior of the buildings. Finally, the main water line and sewer laterals serving the property will be replaced, and the property’s driveway and parking lots will be repaved. The project budget is anticipated to be an estimated $4,600,000.
