Yampa Valley Housing Authority Receives $750,000 Grant to Upgrade Infrastructure Servicing Whitehaven Mobile Home Park
STEAMBOAT SPRINGS, CO, August 4, 2025 — The Yampa Valley Housing Authority (YVHA) is pleased to announce that it has received $750,000 in grant funding from the Colorado Department of Local Affairs’ Energy and Mineral Impact Assistance Fund program to support upgrading the water and wastewater infrastructure servicing the YVHA-owned Whitehaven Mobile Home Park.
The project’s goal is to provide critical infrastructure improvements to the park, a naturally occurring affordable neighborhood in Steamboat Springs, while ensuring lot rents remain affordable. The 50-year-old water infrastructure system is aging and requires frequent maintenance, which leads to unexpected service disruptions.
YVHA is planning major upgrades to both the water and wastewater infrastructure. A new water main will connect to the City of Steamboat Springs water system with service connections to homes, providing higher quality, more reliable water to residents. The wastewater infrastructure will also be replaced. The new infrastructure is designed for a 50- to 60-year lifespan benefiting the neighborhood for decades to come.

About The Whitehaven Mobile Home Park
The Whitehaven Mobile Home Park contains 27 homes and was developed in the early 1970s west of Steamboat Springs, at which time the water and wastewater infrastructure was put in place.
In August 2022, the residents of the park were notified that a third-party buyer had made an offer to purchase the property. Residents feared the buyer would redevelop the land and displace them or increase lot rents to an unaffordable level. YVHA worked with the residents, the Yampa Valley Community Foundation, and other community partners to secure grants and a favorable loan to acquire the mobile home park. That effort was successful, and YVHA purchased the park in November 2022 to ensure it would continue to operate as a mobile home park and to keep lot rents affordable.
About the Yampa Valley Housing Authority
The multi-jurisdictional Yampa Valley Housing Authority advocates for and provides safe, affordable housing and support to low- and moderate-income residents employed in Routt County. Since 2017, YVHA has leveraged local tax funds, external subsidies including grants, and tax credits to develop 285 new rental units for the community. The YVHA service area includes the city limits of Steamboat Springs and the boundaries of the Steamboat Springs Rural Fire Protection District.
