Press Release: OPG and Mission Rock Accept Responsibility for Property Conditions and Commit to Action Plan Moving Forward

STEAMBOAT SPRINGS, CO – January 14, 2026 — The Yampa Valley Housing Authority (YVHA), together with City and County leaders, met today with developer  Overland Property Group (OPG) and property management company, Mission Rock Residential, to address concerns regarding conditions at YVHA-affiliated properties that are majority-owned and operated by OPG.

During the meeting, OPG and Mission Rock acknowledged the seriousness of the concerns that have been raised about property conditions and accepted responsibility for improvements moving forward. OPG emphasized that it also finds the current conditions unacceptable and acknowledged the need for immediate and sustained improvement. They committed to delivering a detailed action plan with measurable steps and timelines, along with enhanced oversight, clearer communication with residents, and stronger systems to track progress.

Key themes from the meeting included:

  • Accountability and urgency: OPG openly agreed that “two years of failures” is unacceptable and emphasized that the community expects immediate, visible change and sustained improvement.
  • Operational focus areas: Staffing levels, increased cleaning frequency, maintenance response times, security and door access, resident feedback mechanisms, vendor payment systems, and parking management were all identified as priority areas requiring immediate improvement.
  • Verification and transparency: The group aligned that the path forward must include documentation, tracking, and verification (metrics, checklists, response times, and vendor-payment timelines), as well as community open houses so the public can see progress firsthand.
  • Compliance and eligibility: Mission Rock confirmed that LIHTC compliance work is performed annually and that unauthorized occupants and short-term rentals are “zero tolerance” due to financing and compliance requirements. Mission Rock has hired a service to monitor whether residents are attempting to sublet or rent units short term, which is a violation of lease agreements.
  • Limits on YVHA’s role: It was clarified that YVHA cannot legally step in to manage or fix responsibilities that fall under OPG and Mission Rock through their operating agreements.

“We thank OPG and Mission Rock for coming to Steamboat, taking responsibility for the conditions at these properties, and committing to an action plan moving forward,” said Jason Peasley, Executive Director of the Yampa Valley Housing Authority. “We look forward to seeing these action steps implemented quickly so residents are living in safe and healthy homes. We also appreciate the City’s leadership in elevating residents’ concerns and applying pressure to make meaningful change happen.”

OPG reiterated that under the legal agreements governing these properties, YVHA cannot step in to manage day-to-day operations or make repairs that are the responsibility of ownership and property management. YVHA has nevertheless escalated concerns repeatedly over the past two years and will continue to work with public partners to ensure accountability and transparency.

Next steps discussed during the meeting include:

  • OPG and Mission Rock will provide a written, detailed action plan with timelines and deliverables by Wednesday, January 21, followed by a check-in meeting on January 23.
  • Enhanced reporting to YVHA, the City, and the County on progress addressing outstanding resident concerns.
  • Opportunities for the community to verify improvements firsthand, including open houses at all properties within the next two weeks.
  • Mission Rock will send updates directly to residents through the resident portal and via notices posted at individual units.
  • OPG has hired a quality control specialist who will be on-site every two weeks to verify that action items are being implemented.

YVHA will share additional updates as information becomes available and will continue advocating for residents to ensure that all homes are maintained to a safe, healthy standard.
