Press Release: YVHA Board of Directors opts for November 2027 Annexation Roadmap

STEAMBOAT SPRINGS, CO – June, 25, 2026
The Yampa Valley Housing Authority, in conjunction with the Slate Creek Steering Committee (SCSC), has established a final projected timeline and Annexation Roadmap that sets the project on a path toward a community vote on annexation in November 2027. The roadmap outlines key technical, design, and community engagement milestones that will occur over the next 12 – 15 months. The ultimate goal is to create a community-driven plan for the Slate Creek Neighborhood that can be built, sustained and is supported by the community.
The YVHA Board of Directors hosted a public Special Meeting on Thursday, June 25, at the recommendation of the Slate Creek Steering Committee (SCSC) during its June 18 meeting. As a result of a series of collaborative conversations this year, the SCSC requested that YVHA’s Board of Directors weigh multiple annexation timeline options. One option is an Annexation Roadmap toward a November 2027 vote. Today, the Board also considered an accelerated annexation, with a vote in November 2026, and planning, design and community engagement occurring after November. In arriving at their decision to pursue the 2027 Annexation Roadmap, rather than the 2026 option, the YVHA Board weighed such variables as urgency of the housing crisis, potential for a November 2026 annexation vote to accelerate delivery of affordable housing on a portion of the Slate Creek site, and the appropriate timing to engage the community around the future Slate Creek Neighborhood.
The Board’s decision was bolstered by a desire to see more in-depth community engagement that supports an eventual master plan and clearly addresses key questions that will arise during the inclusive engagement effort. The Board determined that at this time, there is no quantitative evidence to demonstrate that accelerating the annexation vote would also accelerate the delivery of homes for our community on the Slate Creek site.
Throughout this process to finalize this timeline, the Slate Creek Steering Committee, which is comprised of board and staff from The City of Steamboat Springs, Routt County, and YVHA, has achieved new levels of collaboration and consensus-building between participating entities. The 2027 Annexation Roadmap provides a solid path for future development at Slate Creek Neighborhood that provides homes for our community, prioritizes affordability, feasibility, and community support.
