With homeownership opportunities in Routt County growing increasingly unattainable for most people, manufactured homes are an ever more important source of unsubsidized affordable housing. Yampa Valley Housing Authority (YVHA) owns 2 mobile home parks in Steamboat Springs, Fish Creek and Whitehaven Mobile Home Parks.

The U.S. Department of Housing and Urban Development (HUD) has issued a Notice of Funding Opportunity (NOFO) for the Preservation and Reinvestment Initiative for Community Enhancement (PRICE) (opens in a new tab) competition to preserve long-term housing affordability for residents of manufactured housing communities (MHCs) and to primarily benefit low and moderate-income residents. The PRICE Main funding focuses on affordable housing preservation by encouraging revitalization and enhancement activities to preserve existing MHCs and manufactured housing units, including the repair, rehabilitation, and replacement of existing manufactured homes; infrastructure improvements; and planning and resilience activities.

YVHA intends to request funding to support infrastructure improvements at Fish Creek and Whitehaven Mobile Home Parks, a re-grant program to help fund repairs or replacement of the mobile homes located within the YVHA-owned mobile home parks, and capacity building to explore the possibility of transitioning Whitehaven and Fish Creek Mobile Home Parks  to a resident-owned community after the infrastructure improvements are completed, pending majority approval by park residents.

HUD expects to announce grant awards during the last quarter of 2024.
