YVHA Releases Brown Ranch Community Development Partner Request for Qualifications (RFQ)
STEAMBOAT SPRINGS, CO – The Yampa Valley Housing Authority (YVHA) Board of Directors approved the Brown Ranch Community Development Partner Request for Qualifications (RFQ) yesterday. When the Urban Land Institute (ULI) visited and made recommendations for the Brown Ranch in December 2022, one of the first steps they recommended was to identify an experienced developer that could provide expertise and build capacity for the Yampa Valley Housing Authority. The RFQ will be on the Brown Ranch website and responses are due March 31, 2023, 5:00 pm MST.
“Bringing in a partner will help YVHA deliver housing at Brown Ranch more efficiently and will lower risk, so we can deliver affordability to the community,” said YVHA executive director Jason Peasley. “This is an effort to find a strong partner with development expertise. We know the Urban Land Institute will send the RFQ to their members nationwide and that the request will spread through the development community,” said Patrick Phillips, YVHA board member and ULI member.
YVHA’s goal for this Request for Qualifications process is to identify experienced developers interested in a public-private partnership to develop the Brown Ranch and implement the vision set forth by the Brown Ranch Community Development Plan. The Brown Ranch is a 534-acre undeveloped property located in Routt County, Colorado, immediately adjacent to the city limits of Steamboat Springs and within its identified urban growth area. The property is owned exclusively by Yampa Valley Housing Authority.
The vision for development of the site has been shaped by feedback from extensive community engagement, health equity considerations, and general sustainability and resilience principles. At full buildout, Brown Ranch will comprise of a series of vibrant neighborhoods including approximately 2,264 affordable and attainable housing units, as well as commercial, civic, and community spaces that are connected by a robust trails and open space network.
YVHA is seeking a development partner to lead the design and construction of necessary on-site infrastructure improvements and to coordinate, and potentially participate in, the vertical development strategy for the site. Through this RFQ process, YVHA seeks to alert experienced developers to the opportunity; assess developer alignment with the vision and values of Yampa Valley Housing Authority; evaluate developer qualifications, capacity, and interest in working with YVHA; and receive feedback on the scope of work, partnership roles, and potential financial arrangements that will be solicited in a subsequent Request for Proposals (RFP).
